The function of the human resources is becoming more and more outstanding, with the coming of the times of knowledge economy. More attention is being paid on colleges and universities, the cradle of talents. The colleges and universities cultivate comprehensive talent, where teachers play an important role which nothing may substitute. By analyzing the present situation in colleges and universities, a conclusion is arrived at that the colleges and universities are encountering such problems as serious brain drain, lower enthusiasm of teacher. Therefore we must make corresponding countermeasure to arouse teacher's work enthusiasm and enhance the work performance.This article, applying performance management and the relative theory of motivation, on the basis of building motivation mode, analyzes and constructs the system of performance assessment and the formulation of motivation measures to provide reference for management of colleges and universities, combined with the unique characteristics of teachers and the profession features in colleges and universities.This article is composed of six parts. The first part expounds research goal, significance and the domestic and foreign research situation. The second part expounds the related theory which includes the meaning, characteristic and related principle of performance management and motivation mechanism. The third part carries on the analysis of situation of the colleges and universities, and points out the current problems in colleges and universities on performance management and the motivation mechanism. The fourth part analyzes the organizational structure of colleges and universities and its function, and designs the performance assessment system, and builds the all-around performance assessment system; The fifth part ,first elaborates the principle of motivation, then constructs motivation model of life cycle relay of teachers in colleges and universities and demand model of teachers in colleges and universities, profited from the domestic and foreign experiences to build motivation system of colleges and universities, including two aspects which are material motivation and spirit motivation. The sixth part, through the successful instance of Changchun Tax Affairs College, expounds the feasibility of performance management and motivation mechanism in colleges and universities.It is desired that some experiences of human resources management can be provided for colleges and universities, and that scientific and reasonable performance management and motivation system can be established, which is corresponded with the characteristics of universities. Under such a circumstance the teachers may bring the function of talent cultivation into full play, raising more and more socialist talents.
