The university's counselors is an important proportion of the university's teachers, The staff construction of the university's counselors is an indispensable power in construction of the university's harmoniousness nowadays, which is framework strength in university to engaged in Moral education work and political education work, is the director of the university student which made them grows up healthily and lead the way of them. Facing with new chances and challenges, the university's counselors in 21st Century must reform in all comprehensive aspects to accord with our society college and university students' need. This thesis is studying under this ground, we are trying our best to introduce the theory of governance, construct newly the coordination model of the staff construction of the university's counselors, and reference from it.This thesis has five parts. The first part of this thesis is the introduction, which introduces the study's underground significance feasibility innovation thought and method of the study, describe core concept related in the thesis, and assemble with carding to the study referenced nowadays. The second part of this thesis is about the historical recollect of the staff construction of the university's counselors and analysis to current situation's survey, the purpose is to suggest the necessity and urgency of this study. We analysis the problem of university's counselors and the great challenges from four aspects, and discuss the reasons from conception, policy, management etc. The third part of this thesis is feasibility analysis to control theory practiced in the staff construction of the university's counselors. On the basis of elaborating control theory's background, basic content, the foundation of mechanism and circulate mode, analyzed in the macro view and tiny view two levels feasibility in managing the staff construction of the university. The fourth part of the thesis is to construct the good governance model of university's counselors. Research from the professional, institutional, democratic and syncretic four aspects. It promotes counselor professional through policy guidance, and to form a people-centered, democracy, jural environment of counselors' development through institutionalized construction, to attain objectives of counselors' coordination through building democratization and promoting autonomy, to promote the construction of counselors' syncretism through the creation of learning counselor team. Professional development is the foundation of coordination, institutional control environment is the protection of coordination, autonomy and counselors' participation is an important element of coordination. The syncretism is the basic path and ultimate target of good governance. The fifth part of the thesis is the conclusions. Conclusion part tallied up governance theory's effectiveness and its guarantee condition .it also sets limitations of a governance theory in the use. Thus, this model also requires constant practice to be tested, enriched and developed.This thesis studies by the literature studies, history studies, comparative studies, observations, interviews and other research methods. The innovation of this thesis is to introduce the analysis framework of governance theory, Integrate human resources management theory, learning organization theory and other advanced theory, and construct the good governance model of university's counselors on the basis of in-depth analysis of the status of university's counselors. This article centered on the in-depth discussions of the professional, institutional, democratic and syncretic, and it has important significance and the value of progress on the theory and practice.
