Incentive policy is one of the key guarantees of the development of teachers. This article made a preliminary research on the policy of Japan government to teachers in Japanese private university and college. It is composed of four parts. They are separately the preface, the incentive policy to the teachers in Japanese private university and college during the history of the development of the Japanese private higher education, the analyses of the incentive policy to the teachers in Japanese private university and college, and the enlightenment to the Chinese non-stated higher education.The first part consists of the present of the research problem, the literature review, the definition of the relative key concepts and the research methods. Part Two is mainly talking about the incentive policy to the teachers in Japanese private university and college during the history of the development of the Japanese private higher education. This part is divided into two parts, and the first part is about the development of private higher education before the Second World War. The second part longitudinally reviews the relative policy of Japanese government to the development of private higher education after the Second World War from three phases, especially focuses on the exploration of the background, contents and value of the policy. The third part based on the analyses of the incentive policy to the teachers in Japanese private university and college during the history of the development of the Japanese private higher education, transversely researches the incentive policy, especially those that play a key role in criterion of the policy and economic aids. Consequently, the experience and the lesson are pointed out. The last part analyses the problems of the policy given to the teachers in Chinese non-stated higher education. Furthermore, this study, which is combined with the incentive policy to the teachers in Japanese private university and college, points out the enlightenment to Chinese non-stated higher education and the corresponding measures.
