In China, the high school education is an independent educational system which links compulsory education with higher education. Its charges issue has been controversial. In 2006, the adjustment of the charging criterion in Chongqing High school education causes high school education charges tend to standard in this region to a certain extent, while makes development of Chongqing High school education fall into a dilemma simultaneously. On the one hand, it's difficult to develop the high school education because of the insufficiency for the high school educational expenditure investment as well as the people's growing demand for the high school education, which caused the charge adjustment have become inevitably; and on the other hand, many low-income families may heavily burden with the increasing of tuition fees. Many parents and other community members insisted that senior high school education is a social welfare undertakings or social welfare undertakings, so the government should be arranged high school education or charge a small fee. Disaccord of people's understanding for high school education charges caused the principal contradiction of high school education charging reform.Regarding the education charge, the educational economy theorists' mainstream viewpoint believed that the education charge is the education cost compensation. As a non-compulsory education, the charge of the high school is no longer to raise money for running a school or an issue of cost compensation, but more to manifests one kind of service price for the commodity service exchange under the market economy. As "fusion product", the high school education has private part. When the high school educational product is used to improve people's quality of intelligence as personal consumption, it is consumable in the form of service. High school education should be reflected as a charge the price of services. Therefore, the essential of high school education charge is exchange price for educational service between "students" (the family), one of the beneficiaries and "school", the provision of high school education. It is the value expression for the part of personal product when high school education as a "fusion products ". The price attribute of high school education charge decide that its standard rest with the supply-demand relation of the market of high school education to a certain extent. At present, the shortage of educational expenditure needs to introduce price mechanism to regulate the relationship between supply and demand and optimize the allocation of resources. Because the high school education also has part of the nature of public goods, we must consider fully resident's economy bearing capacity when we set dowm the standard of the charge, which take the market supply and demand as main reference at the same time. According to the situation of China's regional imbalance in economic development and big difference in income between the urban and rural residents, we should formulate the corresponding different charge, and consummate even construct brand-new, effective financing system and so on corresponding reform measure simultaneously to safeguard the high school education's healthy development.
