Using the case of C Foundation and employing the analytic model of organization sociology, this thesis explores the operation mechanism of NGOs with government background. It is found that the emergence and development of organization objectives of NGOs is deeply dependent on the governmental strategies, while the resource mobilization ability of this kind of public foundations is also decided by the aid of government. At the same time, the main cadres and most of the programs are arranged by government. After describing the subtle relation between government and NGOs, this thesis investigates the development of independence of NGOs.The thesis includes six chapters:The first chapter includes the study background, the literature review, the research perspective and the analytic framework. In addition, the significance, the research method, and data source of this study are also mentioned.The following four chapters constitute the main part of this thesis. Chapter two examines the social background of C Foundation and the development of tenets and missions, then concludes the traits of the organization objective. Chapter three examines the resource rising of C Foundation and analyzes the model of resource mobilization. Chapter four examines the evolvement of organization structure of C Foundation and the operation function of the structure, then describes the traits of the organization structure. Chapter five examines the operation of the important programs of C Foundation and analyzes the relation between program operation and organization development.The last part summarizes the basic conclusions and illustrates independence of NGOs. Besides, the obstruction of the relation between NGOs and government and the foreground of NGOs are also discussed.
