With China's entry into the WTO, foreign teachers in growing number are seen teaching at elementary and middle school. Whereas how to administrate and manage foreign teachers, however, is still a topic for most of the schools. The numbers of foreign teachers teaching in Putuo District has been rising since 2004. The author has several years of experiences on foreign teacher management since the year 2003, during which the author found foreign teacher appointment not very satisfactory yet no resolution available to handle this problem.Based upon our investigation and further research into the existing problem, with reference to human resource theory and the characteristics of foreign teachers, the thesis is to study the responsibility of the foreign teacher and to propose a solution about how to manage foreign teacher in terms of reference and consultation significance for current elementary and middle school.This thesis is a 3-chapter structured paper.Research background of this thesis is introduced in Chapter I, composed of 4 sections. The practical significance for this thesis is outlined in section 1. Three basic concepts—foreign teacher responsibility fulfillment and managing strategy are defined in section 2. Research methodology-mainly action research, including literature study, case study and observation is introduced in section 3. Literature summary and reference in section 4 cover relative researches both home and abroad.Chapter II, composed of three sections, includes research methodology introduction and result analysis. Research scheme is introduced in section 1. Research objective, questionnaire sampling, detailed research objects, tools, contents, process, analysis, on-spot interviewee, tools and procedures are covered in this section. Research data and interview record are used in section 2 to analyze the situation of foreign teacher's responsibility fulfillment in Putuo District. Foreign teachers' personal situations, responsibility fulfillment and management situations in the schools are analyzed to draw a conclusion: The quality of foreign teacher can be maintained due to effective retaining measures taken by the district. Education problem caused by different teaching level is not a major concern. However, not all the schools are well prepared for the foreign teachers. This issue is represented by the mechanism which lacks the management and assessment for the foreign teachers. Education performance will surely be affected by insufficient monitoring and regulation for a long time. In section 3, the root cause for foreign teachers not fulfilling their responsibilities is analyzed from the angles of the teachers and the schools, in order to find out the critical factor for this phenomenon. Then a conclusion is drawn that the issues of invitation, compensation & benefit, education management are most important for the foreign teacher not perform well up to their capabilities. Among these factors, the critical one is education management by the school.Effective measures to solve foreign teachers' fulfillment issues are proposed in chapter III. Foreign teachers' invitation, compensation & benefit, education management are discussed, focusing on how to optimize education management by the school. This chapter is composed of 4 sections. The theory of tactic constitution is introduced in section 1. Invitation policy for the foreign teachers is introduced in section 2. It's proposed that the government shall strengthen the management and instruction and the school shall establish sense of law and policy and build foreign affair office. Foreign teachers' compensation & benefit issue is discussed in section 3. The salary plan, contract, peer comparison should be taken based on China's law and policy to change the teachers' expectation. Section 4 covers policies on responsibility fulfillment and proposes performance management based on capability and competency. The focus is inter-related steps like object setting, performance coach, performance monitoring, communication feedback etc. Peijia international school is taken for example and to design a set of performance management measures and documents.
