In recent years, with the rapid development of higher education, current development in universities is upgrading from the extension of the number development to the connotation of the quality development. Practice shows that the establishment of teaching quality assurance system in universities is an effective way. However, the internal management reforms, which take the college system as symbol, have brought new challenges to the teaching quality management. The study on mechanisms of college teaching quality assurance is just based on this context. It is the relatively new study field of the theory about the teaching quality assurance. Unlike the previous study of "University Teaching Quality Assurance System", it focuses on the micro level during the implementation of the teaching quality assurance in universities: Through the process of college teaching management, the reasonable mechanisms of teaching quality assurance are established, and then the role of college which takes the basic place in the chain of university teaching quality assurance is enhancing. Meanwhile, it can form the effective combinations with the day-to-day teaching management and optimize the quality assurance role. This paper consists of four parts.The first part is the literature review. For a more in-depth study on mechanisms of college teaching quality assurance, firstly, this paper analyzes the content of teaching quality, the relations between total quality management(TQM) and teaching quality assurance, and other relevant theories; At the same time, the study on mechanisms of college teaching quality assurance is carried on under the premise of university teaching quality assurance and this brings the big significance regarding this topic research, so this paper also makes a presentation about the implementation of university teaching quality assurance at home and abroad, and on this basis, introduces briefly mechanisms of college teaching quality assurance.In the second part and the third part, mechanisms of college teaching quality assurance have been studied from the theoretical and empirical perspective. In theory, on the basis of the content of college system, and with the relative theory of teaching quality, this paper analyzes the features from the view of structure, power and function. At the same time it points out that mechanisms of college teaching quality assurance should consist of four aspects, such as the organization operational mechanism, the process control mechanism, dynamic mechanism, and information & feedback mechanism. In empirical part, through teaching management experience in N university, and with analysis of the related literature, and by interviews, surveys on the relevant teaching management staffs, this paper talks about the shortcomings of the existing mechanisms of college teaching quality assurance during the operation and analyzes the reasons. In the fourth part, based on the previous analysis, this paper brings out some thinking on improving mechanisms of college teaching quality assurance. During the improving, it should grasp the "systematic principle", "objective principle" and "people management principle" three principles; Meanwhile, the paper talks about five aspects of improving mechanisms of college teaching quality assurance, such as deepening the reforms of teaching grass-roots organizations, establishing thesystem of teaching quality responsibilities, strengthening student learning guides, perfecting incentive mechanism and taking evaluation mechanism about college teaching.
