With the rise of the knowledge-based economy, colleges and universities, using their knowledge achievements and social services to create values, have been playing a pivotal role in the development of the national economy and scientific and technological innovation. They have become important force of the national knowledge innovation, and also a main force in technological innovation. Therefore, how to reverse the university scientific and technological achievements into the situation of the low rate, promoting innovative scientific and technological achievements into real productive forces, and how to accelerate their commercialization and industrialization, have become the key topics that not only concerned by home but also by the rest of the world.As China's socialist market economy is deepening, China's colleges and universities promoting scientific and technological achievements into the process of socio-economic development have played an important role. However, compared to the 70 percent conversion propotion of universities and scientific and technological achievements of Western developed countries, our countres' conversion rate has far more distance. Today, our universities scientific and technological achievements have been flowing with obstruction, low quality, poor efficiency, and a large number of papers published in scientific research will be shelved after winning Identification, so the productivity of knowledge is hard to shape into a real productivity. Our universities scientific and technological achievements have many problems, such as high-tech personnel with the lack of competitive consciousness in the transformation of science and technology and technological achievements, college congenital deficiency of scientific and technological achievements, the backward college science and technology management system, sluggish Financing channels, the unbuilt mainstay of technological innovation system, unentire science and technology intermediary service functions , unsound legal system and so on. But the fundamental reason is that universities and businesses have not yet established an effective cooperation mechanism and patterns .Therefore ,colleges have made great achievements in research every now and then, while enterprises are still facing difficulties in technological innovation. In a word, the lack of effective promotion and incentive system has brought a lot of obstacles to the job of the conversion in our universities scientific and technological achievements.Therefore, this paper focuses on the unfreely scientific and technological achievements into fundamental key crux, in order to seek to explore and promote the building of an effective transformation of scientific and technological achievements of University System. Firstly, build the technology innovation system of enterprises and colleges' union that takes enterprises as the main body . On the premise of analysing the main body of the enterprise technology innovation for its malposition and adjustment, then, structure the interactive technological innovation system with enterprises and colleges working together and colleges and enterprises' inner technological innovation system. Secondly, to establish Union mechanism between universities and enterprises in the transformation of scientific and technological achievements to take universities in an efficient manner interactive cooperation with enterprises.In this union mechanism there will be establishments of four school-enterprise cooperation mechanisms to improve their cooperation level and process : long-term mechanism for the creation of integrity, dynamic mechanism, mechanism and the mechanism of distribution of benefits. Thirdly, to construct the comprehensive technology intermediary service system to get a bridge for univerties and enterprises technological innovation.Fourthly, to build macroeconomic protection systems of policies and regulations to standardise the conversion of University Technology. Finally, this paper analyzes the case of the Scientific Park of Huazhong University of Science and Technology, and puts forward some methods and suggestions for construction according to system building.
