Since the mid-1980s, China has carried on a series of charge system's reform in education. After"merger"transition in 1993-1997, the Chinese higher education practices the charge system comprehensively. The aspect that the students pay expenses to go to university has formed basically. At the same time,there is something that we needs to pay attention below. We must guarantee that the cultural capital gain has the opening mobile channel, government's educational mechanism eliminates the educational opportunity's regional disparity, city and countryside difference and the social stratum difference as far as possible.It also guarantees the channel which the non-outstanding social stratum mobilite upward to higher social stratum.Thus it impetus education fair and maintenance social justice. Therefore, how to establish reasonably the fund system by the impoverished student,it has aroused the famous scholar's interest.From the research point of view, It lacks of detailed classification of individual students, and the involves small in demarcation of individual perception as well as the effect of policies . A comprehensive and systematic in-depth study is clearly inadequate for their development dimension.I try to start from empirical investigation, with a focus on the theoretical research. From the analysis of the first-hand information, I grasp the representation of individual groups from the poor college students in their living conditions, psychological conditions , ideological characteristics and other characteristics. On this basis,I found the limitations of social assistance in the existing mechanism,then to research a comprehensive system of social assistance which adapts to the poor college students. The most important issue in research is to study their for basic status. I try to study their basic status from three angles: the causes of poverty, the pressure analysis of themselves,their sizes and development trend .Family poverty is a direct cause of poor students. China's urban and rural structure, as well as regional imbalance led to the development of China's regional inequality gap between the rich and the poor. Originally subject to the economic development of the regional economy lagging behind the level that often brings educational supply lagging behind .Since the reform of education fees, high tuition fees are likely to have constraints of a new family of poor families. Such receipts for the future of education is very understanding of their children may lead to a lack of willingness to accept higher education, which might fall into the cycle of poverty. As the gradual establishment of the market economy system and the adjustment of economic structure.The family which is basis on the wage income as the main source may lose their source of economic hardship in trapping. Family and social factors are the causes of poverty-stricken college students. The reality of the situation is that, with the number of poor students has been increasing,the current implementation of the relative scarcity of resources from education funding are hard to fundamentally solve the problem.Due to economic reasons, poor students will have some performance in malnutrition, not to go to the hospital when they are ill, unable to participate in various training courses, not to participate in various activities and such gatherings. These performance is not a direct reflection of the economic.The coexistence of the poor students also feel a tremendous economic and cultural differences.Physical and mental health has also been a certain amount of influence. With college students subsidy policy reform and continueing to expand the scale of its students, poor students mental health issues become increasingly prominent. Poor College Students have more chance than other college students to face greater psychological stress and anxiety for economic reasons, which can easily lead inferiority complex psychological and interpersonal aspects of the issue that conflunces mental health to a certain extent. Through interviews the author found that apart of poor students are very striving to improve and studying hard. These students will often have the sense of accomplishment in learning to learn to cover the outstanding economic poverty. And a part of poor college students after they attend school feel the difference between the standard of living, who are insufficient, slumps in a depressed status which makes study achievement is not ideal.From their scale and trend , to define the poor college students is a very difficult work. On the country's current situation, there is no single definition of the poverty-stricken college students methods and standards. So to find a scientifical accuratable data for poor students is very difficult. According to the latest figures from the Ministry of Education in 2005, the number of students of China's General specialist universities is more than 1561 people, of whom 4.05 million are poor students, about 26% of the total number of students.According to the comparison of China's poverty-stricken college students'basic status with Amercian and Japanese students subsidy system. We can see that the countries in the world with higher education funding policy following new features and trends.We should fully understand the current funding mode of the development trend for other countries in the world.It has a very important reference to China's further reform and improve student system.Internationalcountries formed a rich types, and be able to suit different needs funding formula. Mixed-mode not only able to adapt to all tuition fees, students, the rich and the poor or social and regional differences and other factors, but also provide a huge space for national reform.The aid reform will firstly focus on the cost of compensation, that is, collecting tuition fees issue, the first scholarships to help pay for the tuition fee. Grants is to resolve economic difficulties at home to the main living expenses of students. Reform is more focused on the target in the "most in need of funding",and the most difficult domestic economic students.From the subsidy system, funded funds not only from the Government, other social support in the entire subsidy system has a considerable share. Fully mobilizing all sectors of the community and school initiation broaden the sources of funding channels. Apart from the use of public funds to finance students, business enterprises, social groups, religious and charitable causes, as well as private colleges and universities that should intervene in a variety of ways to students aided.States are constructed in accordance with their own reality best suited to their own financing system.On the basis of learning advanced experience of other countries,China should also combine our financial resources, student characteristics, economic model, the school's performance, and their consumption habits and other factors to establish the most student financial assistance for China policy.Judging from China's old and new national student loan policy comparison, we can see the national student loans at discount interest, the repayment period, risk compensation, as well as Post-lending Management have changed. It can be said that the new student loans take into accounting a variety of factors.It established a special fund for risk compensation and personal information enquiry systems, to avoid a lot of risks, to improve the efficiency of national student loans. This is a significant innovation. However, a certain sense, the new national student loan is a transitional policy, which needs to constantly improve. Faced with the specific conditions of our country, policy-makers and institutions of higher learning get rid of the economic importance aided to poor college students, it should also be based on the comprehensive development of poor college students. From the economic assistance, ideological and political education, psychological counselling, training, social practice and other aspects,we should establish a planned, targeted assistance of a comprehensive system. Poor College Students youth social personality and psychological development is a malleable, and the adaptive shape of non-poor culture for the healthy growth of university students have a decisive role. Poor College Students of social assistance should not be limited to financial support.It should establish a comprehensive educational environment,including a campus culture,the building of ideological and moral education, psychological counselling education, personal guidance and financial assistance system.
