Theory of planned behavior is an effective theory to predict the sexual behavior intention. Attitude, subjective norms and perceived control are the predictors of behaviors in theory of planned behavior. This study tries to use the theory of planned behavior to explore college students' sexual intention. On the basis of reviewing former researches and consulting the psychological experts, the theoretical hypothesis on control of sexual is put forward. The study designs a preliminary questionnaire to detect undergraduates' sexual behavior control, after the open-ended questionnaires and the interviews with undergraduates, which is formed into the formal questionnaire, and the reliability and validity are tested out. Sexual behavior control questionnaire, sexual attitude questionnaire, subjective norm questionnaire, sexual behavior intention questionnaire, perceived peer behavior and peer communication questionnaire are used to detect the theoretical hypothesis. We confirmed that theory of planned behavior can predict the sexual intention of Chinese colleges, perceived peer behavior and peer communication have in-directive effect on sexual behavior intention. In the end, the characteristics of college students' sexual behavior intention are described. The results of this study are as follow:(1) The self-made questionnaire has high reliability and validity. By means of the method of factor analysis, the research finds that the undergraduates' sexual behavior control is constructed by two dimensions: perceived control and perceived resource. These are basically consistent with the theoretical hypothesis.(2) The theory of planned behavior can predict college students' sexual intention effectually. In the mode of predicting male sexual behavior, there are there predictors. They are attitude, subjective norms and perceived control .In the three predictors; attitude and perceived control can predict the sexual behavior intention significantly, while subjective norms can't predict the intention significantly. In the mode of predicting female sexual behavior, there are two predictors. They are attitude and subjective norms. They can predict the intention of sexual behavior significantly.(3) Perceived peer behavior have in-directive effect on sexual behavior intention. Perceived peer behavior have in-directive effect on sexual behavior intention by attitude and behavior control for male. Perceived peer behavior have in-directive effect on sexual behavior intention by attitude and subjective norms for female.(4) Undergraduates' behavior intentions are significant different for different genders and different majors. The interactions between gender and grade, gender and major, grade and major are significant for behavior intentions. There are differences between gender in attitude, subjective norms and perceived sexual behavior control.
