Measurement and evaluation of education has attracted great importance to education researchers and relevant departments no matter at home or abroad, and in some areas, considerable progress has been made, especially for the evaluation of teachers'comprehensive ability. However, the current study almost all based on the classical statistical methods. As people has higher requirements on the accuracy of education and evaluation methods of measurements as well as the constantly deepening research on the measurement and evaluation of educational research methods, the traditional evaluation method of evaluation standards'limitations such as too cumbersome, overly burdensome on computing and statistical work are gradually revealed.With the rapid development of computers and information technology, the application of computer information storage, computing, analysis and statistics has become very convenient. To the nature of the data analysis and processing, computer science and technology increasingly permeate all disciplines in various fields. The field of education is no exception.As computer technology's intervention, measurement and evaluation of teachers is comprehensively using education, computer science and mathematics tools.Method for evaluating teacher's capability which based on intelligent computer is one kind of methods that used achievements on intelligence-related disciplines (such as neural networks, fuzzy logic, etc.) to quantitatively study the evaluation of teachers. That is, to find a method of teacher capability evaluation which combined experts experience and knowledge with artificial intelligence quantitative model based on computer self-learning. In this way, we can not only analyze and evaluate on teachers'comprehensive capacity, but also on some other phenomena in the field of education.In this paper, the Support Vector Machine (SVM) theory is applied to secondary school teachers'evaluation systems. And the evaluation attributes of secondary school teachers are set in accordance with certain requirements. Through the use of sample data on the teacher evaluation system for a certain amount of training, we get a trained model, then evaluate and analyze the teachers'data to be measured. This approach can make secondary school teachers'assessment more accurate and reasonable, greatly reduce the workload of teaching management, and reduce the number of artificially errors in the evaluation process.We use a middle school in Changchun City as a pilot school to evaluate and collect the sample data. Through the experiments, we find that the effectiveness and accuracy of teacher evaluation methods based on support vector machine theory are very good.
