In China, in the mid-1980s,"quality education"is an"examination-oriented education", an important way to the destination and education which has been proposed and implemented. However, it has been quarrel了ed for more than 20 years what the"quality education"is really like. Mainly on its philosophical level, there are two different perspectives, one is humanism and the other is historical materialism. Humanism means the importance of education should be"people-oriented"and emphasizes that education should be returned to"people themselves", to the development of the human beings potentially, to increasing the quality of the people, and the promotion of comprehensive development of the human beings freely. The"quality education"now we are advocating and implementing is not the one for people's freedom, for the purpose of the comprehensive development, but for real-life service, for real capacity of the service which social development needs. From the individual's point of view, it is the education of how to make a living. This is the historical materialism of the quality of education. We believe that the quality of education involves not only within education, but involving cultural traditions, economic areas, such as various aspects of the social structure, thus it is a systematic project.
