In-Service training is an basic yet important measure to enhance the competence of preschool teachers. Under the background of the life-long education theory, teachers'professionalism and the education reform, teachers'training has become a hot focus in educational researche and practice. Based on the practice of preschool teachers'in-service training in Peking, Shanghai and Guan-zhou, mainly through investigation, the paper attempts to conduct an in-depth demonstrative investigation into the current circumstances of the cost and efficiency of preschool teachers' in-service training. As a result of the thorough analysis and discussion of all these first-hand data, this paper puts forward some suggestions to promot the efficiency of preschool teachers' in-service training.The paper is composed of four parts. The first part mainly interprets the concepts of the efficiency of preschool teachers' in-servece training under the background of continuing education and teachers'professionalism. The second part introduces the concepts of in-service training efficency therotically. And the paper puts forward a view point of preschool teacher's in-servece training efficiency as follow: the goal of training should be to promote education development and teacher's professionalism; the training should balance the economic efficency and educational efficency, personal efficency and social efficency. The third part introduces briefly the basic situation of preschool teacher's in-service training in the sample-cities. Based on the questionnaire; the author analyzes the current situation and problems of the training cost and efficience and its problems. At last, the paper analyzes the main causes of the problems of low efficiency. Such as the low proportion of training funds to educational funds; lacking the institution to ensure teachers'training funds; teacher has to pay a high proportion of training funds; teachers'contradiction between learning and work; the deviation from the teachers'scientific evaluation system atpresent; the low training efficiency etc. And the main causes of low efficiency. And the main reasons are as follows: lacking the understanding of the importance of cost accounting and anagement; the restrains of the request-proxy institution and exam-oriented education; monopolists commercialize training; lacking the appraisal and management of the training organization and so on.The fourth part proposes the corresponding suggestions to resolve the problems of low efficiency of preschool teachers' in-service training by analyzing the main causes. First, to construct an ensuring mechanism of training funds by mainly depending on the governments to put into funds and collecting funds in some more ways. Secondly, to build a reasonable mechanism to share the teachers'training cost and share the high efficiency training philosophy with government, training organizations and teachers. Finaly, to strengthen the management of the training's time and funds and build the inspiring mechanism for teachers.
