The 21st century is an era of knowledge-based economy. China's socialist modernization construction urgently needs scientific and technological innovation, system innovation, and theoretical innovation. As science and technology develop and the labor structure changes, depending on intellectual resources, with high-tech industries as its main stay, the brand-new economic pattern sets up new challenges and requirements for vocational education. However, forming an important part of China's vocational education, the present development status of secondary vocational education cannot be optimistic about.Starting from the problem of curriculum setting-up of secondary vocational education. , this paper first elaborates on the nature of curriculum, the significance of curriculum setting-up and the main viewpoints concerning the curriculum setting-up .Then through issuing questionnaires, holding discussions, and giving interviews to the teachers and students of vocation secondary technical schools in Hohhot city, the author discovers that there exist the problems of improper structure, outdated content, the lack of examples, the lack of practice links, impracticality, and not having students as the main body, etc. The reasons leading to these problems are the lack of a good curriculum setting condition, the lack of an analysis of talent development direction, the lack of market prediction, and the lack of a good curriculum guarantee system. Finally, based on related curriculum theories, in view of the curriculum setting-up experiences from both home and abroad, the author advances the basic principles of the curriculum setting-up of vocation secondary technical schools, i.e. its integrity, its openness, its development nature, and its main body nature and so on, establishes a market-oriented, quality-based, student-centered curriculum thought which takes exploration and practice as its main form and focuses on life-long learning, and also points out the measure of curriculum setting-up. The paper aims to provide a little one's thought to the changing of the present situation of the curriculum setting-up of vocational secondary technical schools in Hohhot in hope of contributing to the curriculum construction of secondary vocational education.
