The study of language learning strategies began in 1960s.It is an important branch of Applied Linguistics. The developing process of language learning strategies goes through three stages: to become conscious of the strategies factors in learning language ----to propose the learning strategies training ---- to know multiple factors that restrict learning strategies. From the fields of foreign and China's foreign language teaching, this paper reviews and summarizes the features of language learning strategies and study results in 1960s, 1970s, 1980s and 1990s and study direction in the 21st century. It also goes further to analyze definitions, features and classifications of language learning strategies, its factors which influence the use of learning strategies and training ways and stages and identifies the necessity of studying language learning strategies.From the related material about language learning strategies study, we have found that there are more studies about common college students but less about higher vocational students. These years, higher education has come from elite education to popular education and higher vocational education has become the major part in higher education. Higher vocational students are more and more. However, their English learning basic is relatively low and this requires us to search the learning methods and strategies which are suitable for higher vocational students'learning characteristics in order to provide the basis for guiding their learning and adjusting their learning strategies pointedly. And then through analyzing and studying the present situation of higher vocational students'application of learning strategies, to find the learning strategies which can improve higher vocational students'learning result is higher vocational education's new requirement. This paper designs the questionnaire and interview's questions in six parts of learning strategies (memory strategies, cognitive strategies, compensation strategies, meta-cognitive strategies, affective strategies, social strategies)by combining"Strategy Inventory for Language Learning(SILL)"by American Applied Linguist Oxford (1990)with"English Learning Strategies Questionnaire"from English Strategies"by ChengXiaotang and ZhengMin and applies them to investigate and interview 640 higher vocational students from four vocational colleges(Inner Mongolia Construction Vocational College,Inner Mongolia Science And Technology College, Inner Mongolia Electronic Information Vocational College and Inner Mongolia Commercial Vocational College ), whose marks in final exam of the third semester are among 80-100,70-80,60-70and below 60. And then, through qualitative and quantitative analysis of results of the investigation and interview, the paper states that the frequency of using various learning strategies of students in different mark groups is distinguished and studies further the reasons of this result. It also discusses the relationship between learning strategies and the two factors of achievement and sex, summarizes the general situation of higher vocational students'applying learning strategies, proves learning strategies'influence on leaning results . Meanwhile,in the analysis of the study result, by comparing it with the other study results from some scholars (whose study targets are common college students) it is found that higher vocational students and common college students have some in common in applying learning strategies, but there are some difference between them. In the end, according to the study characteristics of higher vocational students, this paper gives some advice.
