Education investment is a very important question in the fields of education research ,whether the investment is sufficient or not has direct relation with education development. In the ordinary high school stage, the research which carries on view of the education investment has not been seen a lot, the discussion on the country role in the ordinary high school stage's investment is much less. According to this condition, this article attempts to step in the role of country in ordinary high school investment research through three main parts, hoping to rich this area of research by my pygmy effort.The first part talks about the concepts and policys involve to the study of the role of country in ordinary high school investment. This part introduces two major problems, namely about present ordinary high school's nature and category question and about theories mentioned in present ordinary high school country investment correlation.The second part obtained from the realistic situation analysis, and summarize questions which exist in the present ordinary high school country investment, and attempt to induce causes lead to the questions. In the ordinary high school country investment process there exist four questions: first, the investment is insufficient, the national investment cann't satisfy the ordinary high school to continue the healthy development; second, the investment is uneven, tthere are imbalances among the area, the city and countryside, different high schools and all levels of education category; third, the cost shares unreasonable, the country underlie education's most beneficiary but shares the proportion too small, at the same time personally share in the education cost is increasing year by year; finally, the legal safeguard is not perfect, the related law to the ordinary high school country investment and the funds use has no laws to control. The causes of the problems above includ the national strength limited, the ordinary high school insufficiently takes, the education investment system not perfectly and the education waste still exists.The third part is suggestion part, giving advices from the law, the administration and the economical aspects. The legal means mainly include: establishe and improve laws and regulations which fix out that country is the main body in the education investment; control the country's investment behaviors, and give severe punishments to the illegal activities. The administrative method mainly include: divide the country's income again properly, enlarges the educational expenditure; devide the educational expenditure again properly, keep the education investment in compulsory education stably, compresses the country investment to higher education and increases to the ordinary high school. The economic means mainly include: change special education taxes used for ordinary high school to expand the country educational expenditure's origin; distribute the ordinary high school education tickets in order to improve country investment to ordinary high school; sell the education lottery tickets to collect the society's idle capitals used in developing the ordinary high school; launch Banks of education and establishe the education funds, trying to develop more origins to support the ordinary high school.
