The Research Of Plight And Development Path Of Shanghai Community Sport In The Vision Of Social Transformation

Since the mid-1980s, the community sport has developed rapidly in the background of economic and urban management system's reform in china. During the social transformation, the system of community sport is not sound enough and the system of market economy has yet to be perfected, the development of community sport still exists hopes and difficulties, in the same time, exists opportunities and challenges.This report aims to find the plight and explore effective ways for the healthy development of community sport. First of all, it focus on the shanghai community sport and in the field of sociology and social transformation's vision to research. Secondly, by questionnaires and interviewing, it analyses the plight of community sport and find the reason. Thirdly, some suggestion will be given to help the development of community sport in two aspects. As the results show:(1) The main social management function is "Absent" and the management function is "offside".(2) The main internal management is lack of horizontal linkages and the fragmentation is a serious problem.(3) The basis for community sport service is poor and sports services is very limited.(4) The own hematopoietic function of community sport is poor and it has a shortage of funds; facilities are limited in quantity, the environment and quality are poor; People can not meet the overall needs of facilities; the training and the using of personnel are difficult; community sport instructors are ineffective in guiding our work.(5) Community sport policy and implementation results have a big gap and the effectiveness of the implementation is not high. Suggestion as follows:(1) Build a new community sports management model; stressing on institutional innovation and forming a perfect grass-roots sports management operation mechanism.(2) Expand the field of sports services; through various channels to raise funds for the development of community sport.(3) Establish a multi-level and multi-purpose sports facilities network.(4) Strengthen the training and management of community sport talents.(5) Build a sound system of ports regulations and a formation of the situation according to law.
