Science and technology is the primary productive force. Hi-Tech industries are knowledge and technology-intensive industry. With the arrival of the knowledge economy, growth of Hi-Tech industry and talent's team play a decisive role in the economic growth of a country and even an area. Since reforming and opening-up, in order to meet the needs of economic development, Hunan has saved and devoted more efforts to human resources development and management of Hi-Tech industry, successively issued a series of measures of introducing talents, developing talents, retaining staff. And Hunan has made the gratifying achievement in practice of human resources development and management of Hi-Tech industry. There is a high-tech talent's team that is better quality with higher, professional level at present. But compared with other developed provinces and cities, there is also certain disparity, mainly showing in the following aspects: Talents are insufficient in total amount and it is not enough for scientific and technological manpower to put into; The composition of trained personnel is unreasonable and high-level talents are shortage; The draining is serious and enterprises are in exceedingly short supply; The talents' development and management system lags behind the industry development demand. As to this, this text has proposed several measures of Hi-Tech industry human resources development and management of Hunan: Establishes new talent's idea; Perfects talents' cultivation mechanism; Sets up rational flowing mechanism; Complete talents' incentive mechanism; Sets up science, just system to assess; Optimizes talents' cultivation environment.Based on the above situation, the main essence of the high-tech talents flow management is the strategy development and update to a integrated platform. At the enterprise's side, to update methods of talents introduction, education and application; At the public policy's side, to set up high level idea of the orderly human environment. We should respect talents value when implementing human resource strategy and set up equal mechanism of evaluation, encouragement and effective allocation so that the talents platform is to be established. To initiate the core function of market in the human resource allocation and strengthen the flexibility and flowing of talents. It is not only the need of combination of human resource and other factors but also the need of talents structure optimization.
