With the rapid development of Higher Education, the Cultivation quality problem of Higher Education Masters is increasingly outstanding. Curriculum offering is the carrier for realizing cultivation target as well as the key to guaranteeing and improving education quality, it plays a very important role for masters' cultivation. By means of comprehensive utilization of literature review, investigation method and comparison method, current status and existing problems of curriculum providing for higher education masters were studied deeply in this paper, moreover, personal suggestions and measures were proposed to provide a useful reference for improving the cultivation quality of higher education masters.Three parts were included in this paper. Firstly, three different value-preferred curriculum theories were expounded to provide theoretical foundation for curriculum offering, and realistic basis was provided by combination of cultivate target of higher education masters and social requirement. Secondly, the main existing problems were pointed out by demonstration research of curriculum providing of ten more universities, which include lack of unified standard for curriculum classification, unreasonable curriculum structure, slightly irregular curriculum establishment and too strong specialization of curriculum providing. Reasons led to these shortcomings mainly include ambiguous orientation of cultivate target, immature subject system, effect of traditional cultivation mode and less development of teaching staff. Finally, personal suggestions and measures to improve curriculum providing were proposed, such as adjusting curriculum structure, stressing methodology curriculum, adding interdisciplinary curriculum,strengthening practical curriculum, and providing a diversity for elective curriculum. Furthermore, a "platform plus module" scheme of curriculum providing was presented.
