Based on the Information Disintegration Theory, Symbolic Interaction Theory and Hierarchy of Needs Theory, this article that deals with the residents in xxx town of YangXin county for specific subjects to study information consumption of the residents in a small town, which includes information consumption features, factors affecting information consumption, information consumption differences under the background of information division, and the corresponding social control mechanisms. Some empirical methods have been used in this article, such as questionnaire survey and field interviews. This study concluded that:First,information consumption on the of residents in small towns with basic characteristics are as follows: Firstly, a sense of preliminary identification has been taken to the information division and the digital divide ; secondly, information channels have been in a transition which is from the traditional "strong ties" to the "weak ties" in the informational society; thirdly, a low level of Information expense and a relatively weak purchasing power; fourthly, structural imbalances in information consumption; fifthly, the residents are under a low level of information identification and weak awareness of the information consumption rights.Secondly, information consumption of the residents in small towns is mainly decided by personal income, educational level, gender and other factors, which is shown as information consumption division that personal income is the main factor.Finally, policies and measures to narrow the information divides in the context of information consumption differences include: First, improve the income of the residents in small towns and raise the awareness of their information consumption. The second is to expand the scale of education about information consumption, while to improve the quality the information of residents in small towns. The third is to speed up the economic development to create a good information consumption environment; the fourth is to strengthen information infrastructure construction and speed up the informational process of small towns. The fifth is to speed up the legislation of information consumption to guarantee the interests of the information consumers.
