We have a large-scale higher education system, but having not international competitiveness university and not genuine world-class university. Therefore, the construction world-classis university has always been our nation's expectations. Organizational culture research in particular on world-class university organizational culture studies are a suitable academic way.Chapter I reviewed the organizational culture at home and abroad on the current situation, and introduced a number of scholars and their representative works, such as Burton ? Clark, Barguest, and so on. Chapter II introduced the theory of organizational culture of university, analysised the concept and theory, organizational structure, members of the organization of status and role, and from the university dealing with internal and external conflicts in the way it distinguish between the types and characteristics of the organizational culture.Chapter III was a case study of organizational culture. It was Oxford University as an example, from the organizational structure design, organization members in the position and role and to deal with organizations within and outside the contradictions and conflicts on its way to study its organizational culture.The final chapter summarized the characteristics and enlightenment of organization culture of world-class universities. Combined the current status of our organization culture of universities, to identify their problems and put out improvements accordingly. How to construct China's organizational culture of university, I gave three proposals: To develop, disseminate knowledge is the natural characteristics of University, So organizational structure and design services of university must be subordinated to its basic characteristics;The autonomy of the academic staff are members of the University of roles within the organization's basic principles, the University needs of academic freedom, academic autonomy of the environment;How to deal with internal and external organizations contradictions and conflicts should always the same knowledge from the university of mission and the principle of academic freedom.
