After the opening and reform in China, the community-run universities and colleges started in hardship and strived forward. It has now grown up into an important part in our country's high education. The rise-up of community-run universities and colleges has strongly promoted there revolutionary reform of the high education system in our country, integrated the education resources, relaxed the contradictions due to the lack of education funds, quickened the popular progress of high education, and met the increasingly diversified education needs of our country's, which has contributed significantly to the improvement of our citizens'diathesis. The Private Education Law was born on Dec28, 2002, which is the landmark of the private education in China. Chinese education system is progressing in the operation and competition between the private and public universities.Private education can be seen as a miracle in the development of China, and private higher education plays a very important role in it. Private education as a non-obligation way of education provides a new opportunity for people to receive higher education. With the private education, the development of higher education is injected with fresh blood such that the higher educational model becomes more diversified. It breaks the traditional simple education patterns, introduces a mechanism of competition, and creates a fair and impartial education environment. The development of private colleges and universities promotes the reform of the public colleges and universities, which is conducive to the rational allocation of educational resources and improves the utilization of state-owned assets (referring to private colleges funded by state or public colleges managed by private parties). The recovery and development of private higher education meets the demands of all aspects of the economic and social development, in particular, the diversified demands for qualified personnel from collective enterprises and the non-public economic. It expands the scale of education, diversifies the ways of education, and provides more opportunities for members of society to receive education and training. Its contribution is obvious to all.Without the question, the development of private higher education is facing severe challenges. There are many problems and various crises. The challenges are from both the internationalization of higher education and the reform of domestic public colleges and universities. Moreover, involvement of some qualified domestic companies and enterprises in private higher education market sets off a new round of the establishment of private higher education institutions.Nowadays more and more private universities attached importance to"soft"environment, for instance, building the teacher ship, instead of other"hard"environment. In order to build the teacher ship of the private universities and improve the teaching quality, the university has to be concentrate on constructing the part-time and full-time instructor.Harvard Bryant Conant once said: "University of Honor is not the number of its school buildings and, because of its generation after generation of quality teachers, a school must Zhan Dezhu, teachers must be well known." Public colleges and universities on the building of the contingent of teachers apply to private universities the teachers'construction equally applicable.But, with the rapid development of the community-run universities and colleges, there have appeared many problems and contradictions, especially the cognition bias on teaching faculty management, which has become the bottleneck to hinder the further healthy and orderly development of the research on teaching faculty constructions, to make up the deficiency of current theory researches on community-run universities and colleges and to supply education policy-rulings and education practice with theoretical gist.This article discusses issues in building up the contingent of teaching faculty from the following five aspects:The first part is the introduction. It describes the importance and urgency of building up the contingent of teaching faculty in private colleges and universities.The second part, gives a comprehensive and in-depth discussion of the meaning, nature, role, and status of the private colleges and universities so as to provide a correct understanding and evaluation of the problem of building up the contingent of teaching faculty in private colleges and universities.The third part, thoroughly analyzes the current achievements and existing problems of the construction of the contingents of teaching faculty in private colleges and universities from three areas (the government and the community level, within the school level, individual teachers level).The fourth part, summarizes useful inspiration to build up the contingent of teaching faculty in private colleges and universities by studying the university teacher training and management experience and practice in United States, Japan, Germany and France.The fifth part, qualitatively analyze the existing problems of the sources and components of building up the contingent of teaching faculty in the private colleges and universities with many literature support.Finally, on the basis of the above analysis, it constructs the idea of building up the contingent of teaching faculty in private colleges and universities and gives the countermeasures and suggestions to improve the construction from two aspects: the external environment and to strengthen internal management and training.
