For respecting the students'study freedom and promoting the development of personality, the credit system has become the inexorable trend and realizable choice of the reform on teaching management system in colleges and universities. As a new power, which will shoulder responsibility of the development of higher education in our country, the newly-established universities had already plunged themselves into education and teaching reform, adopted and put the credit system into effect according to their own situation, as soon as they were established. Through the performance of the practice, along with obviously effect, there are still many coexisting questions and difficulties which hindering the further development and implement of the credit system reform in newly-established universities.The research is to find out the real situation of the reform in the newly-established universities by systematically understanding the theory of the credit system. On the bases of above analysis, combining with the variety features of the newly-established universities, the paper deeply probes the principles and the ideas about how to further carry out and fulfill the reform of the credit system in those postgraduate universities, and it also gives many available measures to solve the existing problems. Obviously, it will do a good favor for the newly- established universities to set up a new administrative system which will suite for the postgraduate levels and standardize the teaching administration.
