The quality of education is the lifeline of education, and also is the eternal theme of the higher education study. China's higher education has entered a phase of the massification, which requires us a new way of thinking and understanding to the quality of higher education, quality standards, and quality control. To improve the quality of higher education in the future development of higher education is the main task. Only the growth of amount without the improvement in the quality of development is meaningless. How to maintain the coordinated development of quantity growth and quality improvement become to be the focus of attention.At present, Chinese government's regular teaching evaluation institutions and annual reporting institutions of higher education data, and carrying out planned professional disciplines of special assessment, led to the rudiments of China's higher education quality monitoring system. But in order to form a scientific, effective quality monitoring system of higher education, government, society, higher education, and other concerned parties should work together. Based on the study of the quality of higher education popularization, views on quality and quality standards of higher education under the background of massification are brought forward, and the meaning and concept higher education quality monitoring is clarified. By analysis of the current situation of higher education quality monitoring system, the existence problems of higher education quality monitoring are found out and countermeasures are put forward correspondingly.In this dissertation, with the logical thinking of "issues proposing- analysis -solutions ", by comprehensive use of literature research methods, history research methods, comparative research methods and other research methods, the study mainly includes the following: the first part introduced the issue of the proposed research as well as the Summary of research methods and research, and the overall profile of the full text; the second part summarized and analyzed related theory concepts of higher education quality monitoring, proposed the multi-quality and quality standards of higher education under the background of massification, clarified the connotation of the quality monitoring of higher education, described the main body, the object and the elements of higher education quality monitoring, and laid a theoretical foundation for the study; the third part analyzed the status quo of the Chinese massification higher education quality monitoring, based on the review and study on the process and the status quo of China's higher education quality monitoring, analyzed the existing problems and causes in three aspects of the quality concept, monitoring subjects and quality evaluation; in the fourth part, countermeasures and suggestions are put forward on the higher education quality monitoring , and concrete ideas to build a pluralistic view of the quality of higher education are put forward, and concrete proposals to strengthen internal quality monitoring mechanisms and the building of an external scientific monitoring of theolleges and universities are put forward.The quality monitoring of higher education under the background of massification will be a problem that need to mature, need for long-term research and practice through the demonstration. Scientific quality monitoring of higher education needs to update the concept, to construct and complete the internal mechanism of colleges and universities, and needs the joint efforts of educational administrations at various levels. In this paper, the conclusions of the suggestions are: to introduce the third-party certification in the higher education quality monitoring and to establish higher education quality evaluation model with the goal of customer satisfaction.
