The level of the education for teachers in the vocational school is the key and the core of the quality of the education. The task of the teachers in vocational school is to help the students reach the vocational aims through the education. So the teachers should have the comprehensive capabilities such as professional ability, social ability, etc. It is the prerequisite and the assurance for developing the vocational education to build a system, which is complete, clear-structured and at the same time, combined the theory and the practice.In this article, the study mainly focuses on the educational process before the vocational schools'teachers in Germany get in to work: the phase in university, the phase in practice and the two decisive national examinations. Trough the description and the analysis of the professional education curriculum, structure and distribution of credits, teaching methods, organizations and activities as well as the arrangements for the national examination, lead to the main idea: the highly combination of the theory and the practice. The combination here is not only the combination of knowledge, but also the deeply interpenetration both on the micro or macro in the educational system.The article analyze the historical development and the present situation of the vocational education in Germany, study the model of the training for the teachers, dissect the admission requirements in the first phase, professional and vocational coherence, and difference between national system of examinations in Germany and the qualification system in China, the education training modules and internship preparation of the second phase. Through the theory of the modern educational, analyze the advantages and the disadvantages. According to the advanced system in Germany, give the suggestions fitting to the situation of China. By analyzing the background of cultivating in vocational education and the tendency of the development in China's high school, improve the system in China. There is the practical value for cultivating the high-lever vocational education.
