Starting to develop in the second half of the 20th century, information technology has led to an informationization tendency in various aspects of society, including the field of rural education. Ever since that, informationization has been exerting huge and profound influence to almost every aspect of rural education. Modern information technology is changing the rural areas of education and teaching management, impacting on the teachers teaching, learning and people's lives.In recent years, governments at all levels attach great importance to education in rural areas of information technology, which from the central government to local governments have promulgated a series of related policies and measures, However, due to targeted not strong, and our information technology education in rural areas is far from being implemented. This to a certain extent, affected the policies and measures related to the implementation of the final results, thus slowing down of China's rural education information construction speed of development. The reason is that our information on rural education in the development of the problems has only a fuzzy understanding of the conceptual, lacking of representation on the issues behind the causes and nature of information and education in rural areas closely linked to several key factors of The depth of excavation. For example: how to get the information trend of the real influx of rural primary and middle schools for the rural children to create a relaxed, harmonious and efficient digital learning environment, improving education quality; how to further optimize the allocation of resources to adapt to the new curriculum reform, development and achieve balanced development in the continuing; how to provide a greater platform to enable teachers and students to share online education resources, and minimize narrow the education gap between urban and rural areas. These are problems about developing information technology education in China rural areas. To solve these problems and develop more targeted policies and measures, it is necessary to discuss the several key factors-depth on China's rural education information construction. Education informationization in rural areas is a huge project. From a macro point of view, it involves the management of rural education, teaching, policy and social services, etc. From the micro perspective, it includes schools in rural areas of information infrastructure construction, the building of teaching resources, the development of qualified personnel, building management systems and so on. Implementation of rural education informationization in the process, there are many factors driving the rapid development. As the basis of this study, through literature review, this paper theoretically analysis the keys element of developing rural education informationization, that is funds, policies, people and infrastructure and demonstrate them. Then, as Sichuan Province 30 rural primary and secondary schools an example, gather together four key factors about the 30 rural primary and secondary education information construction investment, infrastructure construction, policies and people, using the OWA uncertainty multi-attribute decision-making methods to study example and inspect the relevant factors which matches between the various schools of education in the information construction in the overall effectiveness, according to the results summed up China's current problems with regarding to the specific construction of the deep-seated problems, rather than the surface. Therefore, this study is the past rural education and information on the subject of in-depth and detailed, according to the final question of finding the appropriate countermeasures with workable, and also have a positive practical significance.
