Along with the development of economy and society, as well as the increasing of graduate education enrollment in the local colleges and universities, the existing talent-training model for the graduate student is hard to satisfy the development of local graduate education. Facing these problems, local colleges and universities have to solve the following issues: What kind of the graduate students should to be trained, how to cultivate the graduate students, the results of the training, which come down to these aspects: the target, the model, the quality of talent cultivation.The paper mainly adopts four research methods: documentation, questionnaire, interview, and comparison, to study the talent-training model theory of graduate student and analyze the existing problems of the graduate student talent-training model. On the basis of researching the graduate student talent-training models among some foreign countries, the thesis proposes the graduate student talent-training model for the local colleges and universities.The author believes that local institutions for graduate education should be places for local services. For the position of training target, the local institutions should be consistent with the demand of the economic construction and social development for the different high-level personnel types, which need the different development. For the training objectives, the local institutions should be following the career development-oriented, so as to nurture high-level application, technical personnel, and persist in the fostering diversification. For the curriculum building, it should reflect local characteristics and build the disciplinary system that should cover the local pillar industries. For the building of the contingent of instructors, it should attract the senior management, the technology application personnel and the technical personnel, which are in the local government departments and in the enterprises and in the foreign enterprises in China and in the other institutions, to enrich the mentor team. For the scientific research, local institutions should be combined with local economic development demand to strengthen application research, and actively cooperate with local enterprises, expanding sources of issues. For the training evaluation, local institutions should establish the diversified evaluation system.
