Since the policy of reformation and opening , the east area of our country has utilized better economic basis, the advantageous geographical superiority, support by state policies to take the lead to development. Meanwhile, the imbalance question of economic development among the areas is more and more prominent. Therefore, our country has proposed the strategy of the development of western area, in order to reduce development disparity between the areas and realize the economy coordinated development. The mid-west area is the most abundant areas of resource in our country, and occupy the enormous superiority in the resources. But it is not equal to the economical superiority that having the munificent resources superiority. If purely relies on the development of resources, it will create the mid-west area resources inevitably and dry up the ecological environment worsening. Also, it will be unable to realize the local economy sustainable development. The development of the mid-west area which is supported by relevant supporting policies, measure, need more dependance upon "the talent" ,the activity essential factor, and carry on the talent and the resources'science effective combination, to make the resource advantage changing into the economic advantage, promote the fast, continuation, coordinated development of the regional economy finally. But the function of " Ma Tai effect " caused by disparate development of regional economy of our country lead to the talent of mid-west area massively flows out for a long time, appear the phenomenon of " the peacock flies southeasterly ". How to retain the talent and attract talent's backflow has become a severe and realistic problem faced by the mid-west area. This article will aim at this question to conduct the research, attempt to find out the countermeasure of promoting talent's reflux in the mid-west area and aspire development with talent, narrow the disparity among east mid-west areas, construct the harmonious society finally.In order to promoted the importance of talent's reflux in the central and west regions clearly, this article has described the function of the talent, the disparity among east mid-west areas. This article uses identically the elementary theory, for example, Maslow demand level theory , field theory , the goal discusses and so on to analyse the difference between the talent and the general labor force in the mobile orientation aspect. It is considered that the talent when determinate mobile orientation more has paid great attention to the self- value realization. The analysis to the reason of brain drain of the mid-west area of our country in terms of macroscopic and microcosmic, combine the orientation of floating of professionals, proceed with internal cause, external cause , has explained the reason with feasibility of talent's reflux in the mid-west area in detail , thus established the view with feasibility of talent's reflux of central and west regions. On the basis that talent's reflux in the mid-west area has feasibility, the article has carried on the key elaboration on how to transform the theory into reality. At last, the article has proposed a series of countermeasures that include four respects. They are economic countermeasure , policies and measures , environmental action of humanity and the east mid-west economic cooperation strategy.This article finally obtains the conclusion: Just because the orientation of floating of professionals is different from existing in general workforce , the talent often pursue the realization of the self-value and is influenced by the Chinese traditional , simple idea of " reciprocating the hometown ". Furthermore, lower life cost, the natural resource aspect advantageous superiority and the advantageous policy environment, the investment environment, enabled the talent's backflow to the mid-west area have the feasibility. On the foundation of the talented person backflow to mid-west area existence feasible, it must have the corresponding policy measure to make guarantee. These measures can be summarized as the following: the economic environment improvement of the mid-west area is the premise to attract the talent backflow to the mid-west area , and change of those factors such as construction of the infrastructure , protection and development , improvement of humane environment of ecological environment related to living condition; the change of management system, completion of management system; strengthening the cooperation of east mid-west is the effective way of talent's backflow in the mid-west area.
