Research On Respond To Emergencies In Canoe And Kayak Slalom Racing In Beijing Olympic Games

Beijing,the 29th Olympic Games host country,makes more and more emphasis on emergency response due to today's complex world situation,the conflicts of the various international interests,and some internal factors of instability and other issues.The ultimate success of the Beijing Olympic Games,wins the International Olympic Committee president Jacques Rogge,"unparalleled" praise and won the respect of the world.Beijing Olympic all-round and good organization is the key to the success of the Olympic Games.According to international practice,venue operation is the basic structure of the Olympic tournament."Venue orientation" is proved to be very effective organization of the practice in the past several Olympic Games.Slalom canoeing is an extreme outdoor water sport,so it has a certain degree of risk.Beijing Olympic canoe and kayak slalom racing is held in Shunyi Olympic Rowing and Canoe Park,which is the largest outdoor venue among the Olympic venues in Beijing.As a result,there is special representative in dealing with the emergencies in the Olympic canoe and kayak slalom racing.Through literature,logical analysis,expert interviews and site visits law,the thesis attempts to have empirical studies of dealing with emergencies in Beijing Olympic canoe and kayak slalom racing.The conclusions are as follows.Venue operation is the basic structure of the Olympic tournament,and Beijing Olympic Games runs it under the mechanism of Venue Director responsible to the operation.The venue team of Shunyi Olympic Rowing and Canoeing park is in charge of dealing with emergencies happening during canoe and kayak slalom racing.The emergencies of Beijing Olympic canoe and kayak slalom racing can be divided into major(serious) incidents,larger(heavier) emergencies and general emergency.The venue team can deal with the emergencies in such criteria of classification.The Venue Emergency Group is responsible to guide the prevention and disposal of various types of emergencies happening in the park.The Venue Emergency Command Center is the day-to-day work office,and acts as the command platform for the Venue Emergency Group when a sudden emergency happens.The Venue Emergency Group adopts the structure of the task force,which maintains the advantage of a unified command by Venue Director,and has features of flexible,easy control and accountability.The structure of task force plays a important role in the Working Group on Emergency Response to the emergency quickly and make a decision.The authority to deal with emergency is somewhat separation of powers. Such a distribution of powers is good for active management in the lower management level,who can make rapid response and decision in the face of emergencies.The research of dealing with emergencies is divided into two parts, pre-emergency response to and dealing with emergencies.Pre-training and exercises improve the venue team in complex emergency awareness,so that make all members more familiar with the work of the emergency command mechanism,the decision-making,coordination and disposal process. Development of detailed emergency prevention measures strengthens the team's understanding of emergency responsibilities.The process to deal with emergencies in Beijing Olympic canoe and kayak slalom racing is set into four areas,and there are s warning,emergency response,the end of the emergency and post-processing.Early warning and response classification ensure that the venue team can efficiently deal with the emergencies.Besides,the emergency response to the various needs the close inter-departmental co-operation,so assistant response is the key to successfully handle emergencies.
