As the highest level of the talented forces,leaders play a decisive role in the construction and development of higher education.Women leaders are a major part of leaders,and the selection and cultivation of women leaders has been brought into the schedules of governments all over the world as a strategic goal.At present,the selection and cultivation of women leaders in higher education institutions in China is still not scientific and effective enough,hence the poor quality and insufficient number of women leaders.It is therefore a key task of human resource management in public sectors as to how to select and cultivate women leaders in higher education institutions scientifically and effectively so as to improve the quality and number of such leaders.There has been very limited study on the gender research in public management,and no one has ever theoretically and systematically investigated the potential obstacles and problems in selecting and cultivating women leaders,or given a research on the mechanisms of selecting and cultivating such leaders in higher education institutions.This article,based on theories in women's study and sociology,combining the practice in selecting and cultivating women leaders in higher education institutions as well as an analysis of the present situation,analyzes the special traits and identifying criteria of selecting and cultivating women leaders in higher education institutions.Moreover,the present situation of selecting and cultivating women leaders in China and overseas is studied so as to investigate the problems and causes in the selecting and cultivating process in China.On the basis of this,along with the knowledge in leadership study and human resource development and management in public sectors, a pattern of selecting and cultivating women leaders in higher education institutions with Chinese characteristics has been explored combining theory and practice,and an effective mechanism of selecting and cultivating such leaders for operation has been established.Specific measures are raised so as to establish and improve legal guarantee mechanism;to improve policy supporting mechanism;to set up pratical selecting and appointing mechanism;to form fairly good education and training mechanism;to create environment optimization mechanism;to strengthen the self-cultivation and ability improvement mechanism,lt is suggested that social levels and individual levels should be established at the same time,in order to further achieve the scientific,standardized and routine selection and cultivation of women leaders in higher education.
