Since the end of the 20th century, Chinese higher vocational education has been developing vigorously. However, the problems existed in formal three-year vocational education have been exposed step by step, such as, the unclear orientation, the blind upgrade, the similarity with the three-year college or the compressed teaching pattern of undergraduate, which force us to reflect on the rationality of such educational system, and to put forward the question whether the three-year vocational training model could be changed into implementing the two-year mode like the community college in the United States , short-term university in Japan, diploma courses in the United Kingdom, TAFE system in Australia, etc. The answer is yes. Then, how to take this opportunity to seek better development and further the reforms for higher vocational education is an important task that the counterparts in vocational education face under the new situation.This article will extract the mature experience of building the two-year vocational education in foreign countries aim at the weakness in original study through an international comparative perspective. And it will clarify the policies and systems, the goal of cultivation, the standard of talent been cultivated, the mode of talent cultivation and curriculum system, etc. in China so as to speed up the development of Chinese two-year vocational education and improve the teaching quality.This article is divided into five chapters. There is an analysis about the basic system of the two-year vocational education in the United States, Japan, Britain, France and Australia firstly. And then there is a comparative study about the policies of national higher vocational education in developed countries in terms of management, expenses, teachers and evaluation. Then the talent cultivation models of national higher vocational education are analyzed and discussed in terms of the goal of talent cultivation, the setup of speciality and the curricula system. Finally, several enlightenment has been concluded on the basis of analyzing and comparing successful experience of the development of the two-year vocational education in major developed countries: to improve policies and regulations related to the system, to speed up the curriculum reform about the two-year vocational education, to strengthen the construction of the "dual functional teacher" team and to reform the evaluation mode.
