It is well known that teacher plays a significant role in shaping people's soul and fostering the next generation. Thus, teachers'ability and quality should be taken into consideration. Since higher education is one of the most important index in defining teachers'ability and quality, Master of Education is mainly focusing on elevating teachers'ability. This subject aims at fostering the teachers in elementary education frontier and those people who are in charge of the administration affairs. With the development of this subject– Master of Education, most people began to pay attention to it as well as its quality. Since the course plan and daily managing is the key to this subject, the further study of this subject could lead us to a complete and further thinking in fostering masters in education.Nowadays,teaching idea and methods of elementary school teachers has been challenged a lot due to the development of science and technology, the coming of knowledge-economy era, the implementation of quality education and the new round elementary education reform. As a result, elementary school teachers'teaching concept and actual teaching activities should keep pace with the reform in this era. The elevation of elementary school teachers'ability is highly depending on their further education– Master of Education. Therefore, the course plan of this subject should also adapt to social reform and cater for the school and teachers'need. The author of this paper choose the elementary school teachers as the research subject who are the first year, second year or third year students in Master of Education in XX University. Meanwhile, 100 questionnaires were finished by them.Based on the principle of analyzing the fact, deducing questions and combining theory and facts, the author made a deep study on elementary school teachers'actual needs, course content, course implementation and evaluation. What is more, the author makes a constructive suggestion and comment on this subject as well as it course design. The aim of this paper is to improve the teaching mode, change the teaching concept and better the course design which is for the elementary school teacher; besides, it also may contribute to enforcing teaching activities, emphasizing book construction, and fostering first class elementary school teachers who could adapt to the elementary education reform and cater for the needs of teachers'further education.
