The trend of economic globalization and information society brings education a new era of development. In the age, international higher education is developing and diversifying rapidly. To be one of the main forms of the international higher education, the transnational higher education has become an important component of higher education and a global phenomenon. It indicates that the international higher education has entered a new stage of development, and the transnational higher education will face new opportunities and challenges.The rapid growth of transnational higher education put forward some new demands to the national higher education quality assurance system, so in China. At present, China has not yet set up its own quality assurance system of transnational higher education, but with the rapid development of Sino-foreign Cooperation in Running Schools, the establishment of an appropriate supervision system became an urgent need. The paper mainly studies the Australia's transnational higher education Quality assurance system with the purpose to provide some useful suggestions and proposed strategies for Chinese transnational higher education quality assurance, especially for Sino-foreign Cooperation in Running Schools.This thesis consists of five parts:Chapter one introduces the significance of this topic, research summarization and research methods. Meanwhile, some related concepts will be defined in this chapter.Chapter two analyses the development situation and problems of the Australian transnational higher education, and the motivation of the Australian transnational higher education quality assurance system construction.Chapter three firstly analyses the institutions and their functions of Australian macro-institutional quality assurance of transnational higher education and then the operation of it.Chapter four have three sections: Section 1 introduces Swinburne University of Technology's Offshore QA Processes: Guidelines for 2+2 Programs in China; Section 2 introduces Australian Maritime College's Offshore Quality Assurance template: offshore self-review and audit; the last section summarizes the nature of Australian Universities' transnational higher education quality assurance system.Chapter five is the conclusion. Firstly, it lists the status and problems of the Chinese transnational higher education. Then it does a comparative analysis between Australian and China, and proposes several enlightenments to government and university.
