With three decades of reform and opening up, China's private higher universities have experienced the difficult history, from weak to strong, progressive development and expansion,and its bringing up impetus the revolutionary changement of China's higher education system strongly. As a necessary complement of China's higher education, private higher universities play an more and more important role in these factors such as meeting the educational needs of the diversity of society, more efficient use of educational resources, increased the investment of education, as well as more personnel requirements, etc. However, with the rapid development of private higher universities, it result in many problems and contradictions, especially it has become the hinder of its further development healthy and orderly that the problems in the construction of teaching staff , thus, it attracted much attention that how to make the construction of teaching staff acceleratly in order to promote better development of private universities.In this paper, in the basic of elaborating the significance and the concept of teaching staff construction of private higher universities with the basic of management theory such as human capital theory, the required level theory and etc, it analyzed the current situation for teaching staff construction of China's private higher universities , and pointed out that it existed many problems in teaching staff construction of China's private higher universities, such as lacking of number of teachers and stable sources for teachers irrational structure; mobility is too large; a serious lack of"Double Type"teachers; receiving continuing education difficultly; the limited development of teachers; etc. Then make a comprehensive analysis for the reasons and found some faculty constraints for construction of private higher universities including the sick of government'management mechanisms of private higher universities'teachers, the teachers'management system of private higher universities is unscientific; the teachers lack of a sense of belonging and identity, sense of responsibility is not strong, private teacher training colleges and universities and other expenses were relatively nervous four aspects.This paper studied dissertation focused on the measures of construction of teaching staff of private higher universities and submit a private higher university faculty must be multi-pronged approach: First, up at the idea, put forward innovative private universities is necessary to firmly establish the concept of division management; Second, We should learn from foreign private university faculty's successful experiences, a clear representation of qualified teachers, improve teacher hiring system, the implementation of stringent promotion and appraisal system and strengthen the continuing education of teachers and in-service training, the introduction of competition and incentive mechanism; are three efforts should be made to optimize the private higher universities teachers policy environment, effective implementation of"Private Education Promotion Law"to protect the legitimate rights and interests of teachers, improve teacher allocation of market mechanism, set up private universities title teacher evaluation system, strengthen the government's private colleges and universities to support and finance the implementation of private college teachers of social security systems; Finally emphasized that private universities should improve the internal management system and optimize the selection and recruitment mechanisms, set up performance evaluation systems, innovative mechanisms for teacher training, improve protection mechanisms.
