Career management is an important part of human resource management and development. In other countries corporations all explore continuously more suitable career management development system according to their own situation. In the past of a long period of time, organization, supervisor and staff himself thought generally career management is staff's personal matter. Now, with the deepening of modern human resource management concepts, staff is regarded as one of the most important resources of company. Corporations implement widely people-oriented management idea and management technique. There is a growing reorganization that the strengthening of staff career management is actually consistent with the objectives of organization development and is the effective management method for achieving organization goals.The study of career management started with western countries in 60s of 20 century. With the development of economic situation, the emphasis of study was changing constantly. From the 1960s to 1970s, the focus of staff career management was linked to staff's individual ideals and objectives. Till 1980's, the focus had changed from individual to organization and started to develop career organically. Since 1990, the focus of staff career management has achieved a balance between organization and individual. The emergence of this situation meant that developing maximumly staff career potential was seen as a strategic step and was one way to achieve overall success for organization.Career management refers to a integrated management process in which organization and staff himself design, plan, implement, evaluate, and feed back to the career. Career management includes individual career management and organizational career management. Individual career management refers that individual self-design, plan and manage the career for the need of his career development. Organizational career management refers that for need of its strategic development, organization help its staff to plan his career development, and design route way for its staff's career, and provide the opportunities of essential education, training, shift, promotion and so on. Staff is the object and main body of career management. Self-management is the key to the success of staff career management. At the same time, staff is part of organization, staff career development is inseparable from training, fund, time, secure system and opportunities provided by organization. So, staff career development should service for the organizational development strategy and organization should be leading for the career management.At present, most scholars at home and abroad are put staff as study object. There is few study with background of university. The study of university administrative staff career planning can not only improve the organizational effectiveness, may also be able to solve many problems facing to China's education sector. Thus, learning more mature corporation career management theory and method and manage university administrative staff career will play significant and far-reaching roles for improving overall quality of university administrative staff, strengening career awareness, promoting the professionalism and specialization, and improving university management level and competition ability in the end.The thesis is based on plenty of literature and data. Presentation is given logically. The relevant career management theories are quoted and literature search method, questionnaire and survey, and field survey are used in the thesis. The thesis is linked to the status in quo of China's university administrative staff and based on the actual situation of one Changchun university. The main problems existing at present about administrative staff career management are studied comprehensively and systematically in the thesis. The thesis has four sections. In the first chapter, the profile of the college and the status of administrative staff career management are discussed, paving the way for the issues presented next. In the second chapter, the problems about the college administrative staff career management are pointed out, and the reasons of these problems are also analyzed here. From the analysis, it can be realized that the importance and imminence of designing the career management project for this university. The third chapter is the core content of the thesis. It is the part for solving the problems which are presented in the second chapter. Based on the actual situation of administrative staff of this university, the details of career management project design are given in this section. In the last chapter, a evaluation for the career management project is discussed. The feasibility and implementation factors of the project are analyzed and some suggestions and amendment needed for the project are further put forward.Through the above study, two conclusions are drawn as follows:1. Career management refers to a integrated management process in which organization and staff himself design, plan, implement, evaluate, and feed back the career. staff career development should service for the organizational development strategy and organization should be the leading for the career management.2. Career management can optimize effect of human resource in university, improve working enthusiasm of administrative staff, enhance job satisfaction of administrative staff, and ensure the all of jobs to go smoothly.Hopefully this project can improve the satisfaction of administrative staff of university, ensure the stability of management team, and speed the establishment of harmonious campus culture. Also hope I can provide some suggestions and thoughts for some administrative staffs'career management.
