At the end of the 20th century, "idea" appeared in the area of fundamental education widely. It has become a way to promote the reform of fundamental education, to implement the modern educational philosophy and to complete the educational tasks. Nowadays, the society is in a transitional period. Ethnic primary school, on the one hand, shoulders the responsibility of cultivating the young as well as inheriting the culture; on the other hand, takes the task of national culture heritage. The way to keep the school-running idea away from embarrassment and blindness deserves more attention.Based on the field-work and analysis, this study selects the Z primary school as a case, applying many research methods to analyze the school-running idea's status, problems, causes and the strategies from the perspective of education essence.Z school's running idea is detaching from the school reality, reflecting the principal personal idea only, operating in a form. Due to the lack of practice-oriented concepts, teachers and students can not internalize the idea in their minds. Located in ethnic minority areas, but there is no sense of ethnic school characteristics. Its reason can be attributed from internal and external. Deviation of the school's orientation, principal's dislocation and lower teacher professional qualities are the internal causes. Modern complex environment and less attention paid on the school with ethnic characteristics form the external reasons. To solve the problem, this study firstly identifies the principles. It must be successive, forward-looking, practical, unique and oriented. Secondly, this study proposes the path for the school-running ideas from the perspective of summarizing the history and current situation of school, using SWOT to analyze the school's development environment, having extensive discussion and giving a reasonable representation. Lastly, this study makes the concrete measures for the construction process, including the requirements for principal and teachers. And then, propose a founder of school-running characteristics.The purpose of this study is to have a macro-grasp of ethnic primary school-running idea and re-think about the essence of primary education. It is hoping that more scholars and experts would pay more attention to the ethnic primary school education.
