The enrolment autonomy of university is one of legally rights of autonomy in running a university. Under the higher education popularity background, expanding enrolment autonomy of university is the request of the university self-development as well as the result of era development. Self enrolment is powerful attack at "college entrance examination decides one life" test system and also explored new areas of selecting the outstanding innovation talented person. In 2003, the Ministry of Education, on the basis of pilot project in Jiangsu Province, Authorized 22 universities to carry on the project of Self enrolment. Until 2010, the number of the self enrolment university enlarged to 80. The number of enrolment university is increasing gradually,The proportion of student recruitment gradually is also expanding. According to the request of the Ministry of Education, The population of enrolment autonomy cannot surpass 5% in total of undergraduate enrolment plan annually year. Now this proportion already expanded to 10%. The enrolment autonomy as the link connecting the higher education and the secondary education, At present it is in the initial stage,Various aspects are not mature. We should invest more vision.This research mainly divides into five parts:The dissertation start with a brief consideration of the history of the sovereignty of college recruiting students.It begin with the concept of university autonomy in the western countries, followed by the university enrolling system in our country. It is observed that enrolment autonomy had a long-lasting history in the western countries, while it started late and grasped by government for a long time in China. The enrolment autonomy has been gradually relaxed after the reform and opening-up, then delegating the management of self enrolment to each university.The second part of this dissertation give an overview of those mainly theory of the enrolment autonomy. From the first to make some theoretical concept definition and read some theory, theories to interpret, then analyses the content, type and model of the enrolment autonomy in china. Final, we can draw lessons and Inspiration from expounding Enrollment system separately of America,England,Germany,France,Japan. The third part is about researching existing state of the enrolment autonomy. In the first place, this dissertation had a concrete analysis of the enrollment policy and current situation. After that, This paper has analyzed the problems that exist in the enrolment autonomy in china.The fourth part of this dissertation has anatomized the cases about independent recruiting of Beijing University and Recommended real name system of headmaster.The fifth part is foothold of this dissertation. According to theoretical analysis in the preamble, then provides five suggestions about the sovereignty of college recruiting students:Firstly, China should further expand the number of enrolment autonomy university. Secondly, Government could increase the scope of hiring to promote educational equality. Thirdly, State organs can set up a professional examination system to keep enrolment separate from examination. Fourth, our country ought to perfect the supervisory mechanism to manage Self enrolment. At last, administration also could establish a selection and examination system which integrate unified exam with diversified test pattern. To look forward to these propositions are available for the government department concerned.
