The Research On The Development Strategies For Internationalization Of Doctoral Education Based On National Competitiveness In China

In today's world, economic globalization is increasingly deepening, technological advances is becoming more and more fast, competition in comprehensive national strength is increasingly fierce. In the Era of knowledge economy, the world have all treat doctoral education and its international strategy as the important way to maintain and enhance national competitiveness, and have developed a variety of policies to attract doctoral talents. Since the reform and opening up, China's international development of doctoral education, both in size and qualitative terms, have made considerable progress, but compared with developed countries, China's degree of internationalization of doctoral education is relatively low, there are also certain problems.Based on theoretical analysis of national competitiveness, In the Era of knowledge economy, we can found that, the core factors of national competitiveness change from the competitiveness of economy and value to the competitiveness of education and knowledge resources slowly. The world treat scientific and technological innovation and human resources as a core factor to enhancing national competitiveness. The changing of concept of national competitiveness revealed that doctoral education will reflect a more important significance in enhancing national competitiveness. As an important part of doctoral education, the internationalization strategy of doctoral education attracted a lot of concern and attention of Governments. This study discuss the international strategy of doctoral education in United States, Europe and Japan, then this study want to learn the successful experience of doctoral education in this country.At last, this study built an international system model of doctoral education then discussed the simple operation mechanism of the system, and then presented the countermeasures on the internationalization strategy of doctoral education. In this study, we think that it is urgent for china to form a new concept of internationalization strategy of China's doctoral education currently. And then we should combine the strategy of internationalization with the national competitiveness. Meanwhile, in the process of implementation of the internationalization strategy of doctoral education, the Government, Universities and Enterprise should be full co-operation. Then they should innovate the practice patterns of international cooperation and exchange and improve the status of doctoral student. What's more, the government should provide multi-channels of funding support for doctoral education to attract more and more outstanding doctoral graduates from abroad and enhance the internationalization degree of doctoral education with the final purpose of enhancing our national competitiveness.
