Research On Master And Doctor's Degree Authorization Mechanism Reformation In China

The core functions of higher education is personnel training, especially the work of training high-level talents. The degree Authorization audit mechanism is not only the basis for building a high-level personnel training platform, but also the "grasp" of assembling high-level personnel, a regulator to optimize the structure of high-level personnel and an effective means to improve the quality of high-level personnel.From this perspective, the work in the field of degree and postgraduate education is basically due to the Degree Authorization audit. In this study, the research object is the degree authorization audit mechanism in our country, this study is based on the related concepts of Degree Authorization, and then analyzes the main situation of degree Authorization audit mechanism from the international, national, regional development and the development of universities, and also analyzes the main problems of degree Authorization audit mechanism in our country from the guiding ideology of Degree Authorization, the criteria of degree Authorization, management system of degree authorization, auditing the process of Degree Authorization, institution building of degree authorization,sub-licensing examination after the adoption of incentives and elimination mechanism. This article uses foreign academic degree authorization assessment mechanism and sorts out the result,experience and shortage that our country obtained from implementing the ten-degree Authorization audit mechanism, and then advances the goal of Degree Authorization adjustment,ideas and methods of reforming.There is a gap between the theory of Degree Authorization auditing mechanism and actual operation, therefore, in terms of reforming and the implementation process, the choice of strategies and methods is essential. We must pay attention to structure; mechanism and we can not be impatient for success. As a cause of reform, degree Authorization audit mechanism reform must be authorized by the overall coordination of government, train units and the strength of all sectors of society, in terms of the mechanisms, institution-building,we must concern external mechanisms and internal mechanisms, so that we can be able to produce results. The article points out that any reform begging through "man alone into the reform" would be a luxury to pursue success.
