At the beginning of 21st century, teachers of high quality in middle & primary school flowed into urban areas while students in rural middle & primary school rushed into downtown to choose excellent schools and teachers. In recent two years, this trend changed at a certain extent after the education authority implemented a policy that teachers are forbidden to move freely.However, the nearby enrollment policy is not well implemented and the problem of selecting schools is not solved effectively, which results in proportional imbalance of teachers and students in both urban and rural schools. On the one hand, there are abundant teachers in rural middle and primary schools while teaching qualities are still not yet improved. On the other hand, urban middle and primary schools are short of teachers because large amount of rural students flow in. All of the above reasons have influences on sustainable development and balanced allocation of education.Therefore, promotion of teacher movement and faculty resources sharing for compulsory education is imperative. The research of teacher movement and faculty resources sharing for compulsory education will be an important subject for administrative organ of education as it can bring about the balanced allocation of faculty resource within different regions.Literature research method, questionnaire research method, and comparative study method are adopted in this whole paper. This paper can be divided into five parts.The first part is about the analysis of faculty resources allocation in urban and rural compulsory education. This part mainly presents the imbalanced allocation of faculty resources for compulsory education in Guantao, Hebei as well as other regions in the country, the main problem of faculty resources allocation for compulsory education, as well as the causes and the negative consequence of such problem's existing.The second part is about the necessity and feasibility of teachers' proper movement and faculty resources sharing in compulsory education. Currently, the faculty resources allocation for compulsory education is in great disproportion. If we failed to take effective measures to change this situation, the quality of basic education in our country will decline seriously , which is unfavourable to individual's development, let alone the whole nation's quality improvement. Therefore, it is imperative to promote proper movement and sharing of faculty resources in compulsory education. What is more, such promotion is also feasible according to current education's development.The third part is about the conceptions and practices of teacher movement and faculty resources sharing in urban and rural compulsory education .In recent years, some regions in our country have implemented policies and measures to promote faculty movement and sharing in urban and rural compulsory education. Base on these experience, this part comes into a conclusion that "school and school twinning" and "teacher and teacher interaction" can be a good practice to promote faculty movement and sharing in urban and rural compulsory education.The fourth part is about the major difficulties of promoting teacher movement and faculty resources sharing in urban and rural compulsory education. Indeed there are some difficulties to achieve proper faculty movement and resources sharing in urban and rural compulsory education due to the unbalanced development between rural and urban economy. A questionnaire survey named "faculty movement and resources sharing in urban and rural compulsory education" was conducted among teachers in Guantao, Heibei middle and primary schools. This part presents the problems and difficulties found during the survey. Also in this part, there are some analysis on such problems and difficulties.The fifth part is about the strategies for promoting faculty movement and resources sharing in urban and rural compulsory education. In view of the existing difficulties, it is important to strengthen the education of faculty's professional ethics, improve and perfect measures that are favorable to teachers' movement, make and perfect the policies on teachers' administration, create a favorable condition for faculty resources to move and share, perfect the measures that are aim to guarantee education expenditure.This paper, basing on the fact that faculty resources is in disproportion between schools and faculty movement and sharing has become an issue to promote balanced allocation in compulsory education, considering the researches and practices from home and abroad, and according to the teacher's situation of a county; presents a detailed analysis on the current environment and feature of faculty movement in compulsory education, a new pattern for faculty movement and sharing in compulsory education and measures favorable to faculty movement and sharing.
