An Empirical Study On Efficiency Of Colleges' Science And Technology Innovation And The Affect Factors

The college, characteristic with dense knowledge and talents, plays an undoubtedly important role in building up an innovating country. It also undertakes the important tasks of talent fostering, scientific and technical innovation, the commercialization of research findings and so on. Currently, there are lots of theoretical researches on the important role of colleges in the national innovation system, the connotation of S&T innovation and the evaluation system of colleges' S&T innovation, but few researches about the efficiency of colleges' S&T innovation and the affect factors from the perspective of empirical.Based on previous theoretical study and general research methods about efficiency of foreign colleges' S&T innovation, this paper makes an empirical study on the efficiency of colleges' S&T innovation in China from 1994 to 2007 and the affect factors with the methods of Malmquist and DEA-Tobit. The results show that the changes of the S&T innovation efficiency are not stable in various regions of China, mainly in a fluctuating growth trend. The rise of the colleges' S&T innovation efficiency mainly depends on technological progress. The changes in efficiency value are also affected by the factors of the structure and the quality of human input, funds structure, and other environmental factors. Therefore, we can find the way to improve colleges'S&T innovation efficiency from the inputs level, outputs level and environment level, in order to complete the construction of the universities'innovation system and to push the development of the innovating country.This paper has three innovations:First, based on the advanced method of analyzing foreign efficiency, it makes a comprehensive analysis about the changes in the colleges'S&T innovation efficiency in various regions of China and finds the fundamental driving force to increase the efficiency. Second, it enriches the evaluation index system of the colleges'S&T innovation efficiency from multiple perspectives. Last, it explores the factors of affecting the colleges'S&T innovation efficiency, in order to provide policy basis in theory and practice for improving the innovation capacity in colleges'S&T.
