An Analysis To The Evolution Of The Audit System Of Postgraduate Degree Units' Authorization

As an important aspect of academic degree and graduate education, the audit system of postgraduate degree units'authorization is one of the important means to promote the disciplines construction of college, strengthen the quality monitoring in the aspect of cultivating postgraduate and improve the scientific and technological level. Today, the scale of academic degree and graduate education is expanding continuously, fair and just audit of postgraduate degree units'authorization is more and more important.The literature-based methodology is applied in this thesis, with the foundation of the files and related literature on the audit of postgraduate degree units'authorization. We have combed and analyzed the history and internal factors of the audit system of postgraduate degree units'authorization, aiming to learn lessons from the past and provide references for the current system reform and development. Since1981, the audit system of postgraduate degree units'authorization has underwent four stages: the exploration stage, adjustment stage, the development stage, and the optimization stage. In this evolving process, there is a tendency to transfer the auditing power to the power roots in disciplines. Based on the higher education system theory, explore and analyze the related factors of the evolution, form the standpoints of government's power, colleges'power, discipline's power. According to drawing experiences and lessons from past, the direction of the reform of the system should be as follows: further distributing power, making the organizations work independently, attempting to transfer the auditing power to disciplines and colleges; implementing various forms and flexible auditing measures; rational structuring according to local conditions; stabilizing scale and strengthen the existed construction of authorized units.
