Taisho era (1912 - 1926) and early Showa era (1926 - 1945) were the period that Japan rapid rose and eventually took to the road of aggression and expansion. The politics, economy, culture and education of Japan had substantial developed during this period. At the same time they were marked with a special brand, the nationalism and militarism had affected everywhere of life.The private universities in Japan in this period changed the former situation that were acquiesced and got the real legal recognition in law. Meantime the development of pirate universities had shown the characteristic that depended and increased the degree of militarism of Japan. The development of pirate universities in Japan in the period of Taisho and early Showa will be analyzed on the angle of history, and using pedagogical theory and method. The aim is standing the example of pirate of higher education for China.The development of private universities of Japan had cultivated all sorts of experts, which promoted the development of economy and politics of Japan. Meantime, their international influence had affected private higher education of the Republic of China.
