It is the mainstream of development of social sports of our country, a basic way of implement the whole-people health-building plan, the important function of community's sports begins to get the attention of the society too. Social sports instructor takes the Responsibility of direct organizers, managers and mentors, its quality decides the development scale and quality of community sports. It becomes the social sports research the important topic that how to guide the populace to correctly carry on the physical training, and how to play the social sports instructor's in community sports development role well. Taken Jinan urban community sports as the main target, this research is conducted by means of research on the documents and materials, questionnaire and mathematical statistics etc. It can be discovered from this research that the participant of Jinan community sports many are the retired personnel and the female is in the majority.Most of the participants'many goal are for the strong body, only a small number mentioned increase social interaction as their goal. The activity venue concentrates in the park, the square as well as the community open area; the exercise time has the characteristic of date normalization and regularized.As a result of the community sports management function is undertook by community office, not by specialists or the any special department, the manage mechanism of the community sports organization is inadequate, the responsibility is not clear and the carries out dynamics is insufficient. Social sports instructor basically has been profiting from overseas successful experience, but the quantity and instruction effect still have a very big disparity from community sports development good countries such as Japan and so on. The social sports political instructors'quantity of each level is insufficient, and imbalance between levels. As regard educational level, most of the instructors are below the Junior or senior middle school level, only a small proportion received higher educational or professional educational. There are problems in the training, organization and management such as the training content under-subscribed, the instructors'knowledge structure irrational and the organization instructs work imperfection and so on. In addition, the team management is more chaotic, occupational path is not clear , Laws and regulations are not perfect, Exercisers in different venues with distinctive age features, which are mainly young people in the club and sports stadium, the elderly mainly in consumer points lower morning and evening exercises; sports consumption relatively small, science and health awareness is not strong. These factors affect the development of Instructors and their initiative and creativity to implement the work, thus, community sports development by the obstacles.To solve these problems this article proposed a solution: Fully utilize and manage the area's natural environment and sports facilities; Enhance service awareness, improve government functions, increase capital investment; Optimization instructor training methods and curriculum, reform qualification and assessment, strengthen the selection links; Balance between levels of age, gender, interact between the levels; Vigorously cultivate amateur and voluntary social sports instructor, vigorously train young social sports instructors; Improve the social sports instructor management system, strengthen management.
