Since the Higher Education Enrollment, Significantly expanded the scale of higher education in Inner Mongolia, keep Increasing education levels, enter the popular stage of higher education with a very fast development. By the end of 2008, There are 39 collages and universities,31.67 thousand undergraduate and college students, in Inner Mongolia, the number of students in school increased by more than 7.5 times than 1998, the year before increase enrollment. This is a historic leap of reform and development of the higher education in our autonomous region. But Because of the marketization trend, Administration-rization trend, lack of overall investment etc. The existence of these factors, also brought serious quality problems to the rapid development of higher education in Inner Mongolia. Such as:the harmonization of structure, quality, efficiency and benefit are not enough. The relative lack of educational resources, level of development is also lower than the national average and so on. These issues are challenges for the continuous improvement of the quality of education under the background of expanding the scale of higher education. Quality is the life of the university. How to improve the quality of personnel training is the eternal theme of Higher Education. Improve the quality of education has become a hot issues that the government and the community highly concerned about. Also the most important task of education administration. Have an great impact on the economic and social development of the autonomous region.This article is based on previous studies, starting from the analysis of the current philosophy and objective factors affecting the quality of higher education in Inner Mongolia. Put forward countermeasures and suggestions to ensure the quality of higher education in Inner Mongolia from development model and philosophy of education under the background of expansion. Increase related departments and individuals'emphasis on expanding the scale and improve the quality of higher education, provide a reference for sustained and healthy development of higher education in Inner Mongolia.
