With the coming of the information era, the global environment of information and communication has undergone a tremendous upheaval. Network, digital, intelligent are its growing characteristics. Education television which was the former pillar media of the second generation of distance education faces the challenge of Internet which is the representative of new Media. In addition, the single application way of ETV could not meet to the learning need. And this limited the application scope greatly. In brief, under the fierce attack of network media and new learning need ETV has gradually withdrew from the center of the big stage of distance education. In another word, it has been marginalized into the development of predicament. This problem attracts our attention and thought. However, for the development of ETV the influence of digital network and the change of new learning style are not only a challenge but also an opportunity. How we could grasp this opportunity to overcome the difficult of ETV development under such intense challenge? This is a question that worth exploring very much.Based on the subject background above, as well as centered on "research on measures to overcome difficult of ETV development in the information times", I completed the following work by using some methods like literature research, theoretical analysis and case studies. Firstly, This research explores learning demands of the information age, and then analyzes the reason why ETV face the current develop dilemma from two perspectives which one is the channel of communication and other is the application of ETV. On this basis, this paper offered two proposals which one is the online educational video mode and the other one is learning by visualization based on video creation. Finally, I validated these two programs. For "online educational video model" programs, we use "the long-tail theory" to verify the realization of teclhnical support firstly, and then "CC Creative Commons license" help validate its copyright-driven force, lastly we used two well-Known video-sharing platforms as the application cases to validate its application maturity. For "learning by visualization based on video creation" programs, we validates it from three angles which include the popularity of video technology, the support of learning sciences and the demonstration of learning design frame.
