Counselor is an important part of teachers in university. They are main backbones in giving moral, ideological and political education to college students. With the reform of higher education and the shift to a popularized one, counselor's job is shifted from the single political instruction to an overall one including ideological, political, management of daily affairs and serving students and so on. College counselors have been spoken highly of by the staff in university, but they are now marginalized in the team of university teachers, and are always on the move. In recent years, our country has paid much attention to the construction of college counselors team. Ever since the issue of No. 16 Central File in 2004 named"Further Strengthen and Improve Ideological and Political Education of University Students", the development of college counselors greeted a new spring. The counselors team is going to be developed into a professional, specialized and expertise one which is also the work focus for them. However, this kind of systematic theory and practical guide has not been well built yet by far.In this thesis, a management theory of"Career Planning and Management"is introduced in details. The study is conducted on the background of the origin and development of the counselor system, absorbing critically the construction experiences of college counselors of western developed countries, and making two questionnaires named"Survey of college counselors among teaching staff"and"Survey of college counselors'self-assessment"in three universities of Shanxi province. After analyzing the statistical results, we have studied five problems concerning college counselors'' career development as follows:1. Their role and position are unclear;2. They do not have good prospects;3. They are able to work, but unable to do academic work.4. They are working under great intensity with low payment; 5. They have been highly assessed, but are unstable.In view of all these, three aspects are put forward in order to promote the college counselors'' career planning and development respectively: to raise the self-knowledge and social recognition for college counselors'' career planning and development, to promote their sense of belonging in their profession by dividing a clear working system, and to strengthen their professionalism and improve their skills. Finally, based on our working experiences, practical approaches on how to build a professional, specialized and expertise college counselors team are put forward from such aspects as recruiting new counselors, post placement, working model, working process and management and evaluation and so on. Furthermore, some proper suggestions and feasible references are raised for the college counselors'' career planning and development.
