Education fair is one of the elements of social equity, and it is an important way to realize the social equity. The compulsory education developing balance or not decides the process of social equity. Urban and rural integration has changed the dual structure of urban and rural, and provided new ways to realize the balanced development of compulsory education. To solute the questions that our compulsory education meets, the urban and rural integration is selected as the cut-in point in the paper. The literature analytic method, the logical speculation method, case Analysis method and so on are used in the paper. In the paper, the background of the balanced development of urban and rural compulsory education is analyzed.And then, discussed the questions of the balanced development of urban and rural compulsory education. By Analyzing the polices of compulsory education and the examples in Dongjiang of Ningbo, it researched the strategies of the balanced development of urban and rural compulsory education.This article is divided into eight parts:The first part:Foreword. It briefly introduced the reason of the research, the condition of the research in the past, the significance as well as the methods using in the research.The second part:The Concepts. Analyzing the basic concepts in this paper. They are urban and rural integration balanced development of compulsory education and so on. The third part:The background of the balanced development of urban and rural compulsory education. This part analyzed the situation, the characteristics and the evaluation of urban and rural integration.The fourth part:The question of the balanced development of urban and rural compulsory education. This part analyzed three questions, they are the unbalanced education funding, the unbalanced instruments and equipment, the unbalanced teachers.The fifth part:The reasons of the unbalanced development of compulsory education. The reasons are the value orientation, the increasing requirements of better educational resources, the unbalanced development of urban and rural economy, the defects in social management, the different resource allocation system between urban and rural region.The sixth part:The example of the balanced development of urban and rural compulsory education. Take Jiangdong in Ningbo for example. From the example, we can get the strategies of balancing development of urban and rural compulsory education.The seventh part:The strategies of balancing development of urban and rural compulsory education. In this part, four strategies are put forward. They are establishing a high-balanced goal, setting up moving-balanced mechanisms, building difference-cooperation way, practicing full project.The eighth part:Concluding remark. It is a systemic project to balance the development of urban and rural compulsory education. It will face many difficulties. The author hopes that more attention be paid and more research be come out to solve the problem which the rural compulsory education development faces.
