The core downward of Emergency Management is now the trend of public crisis in practice. Urban community, as the basic and distal unit of modern urban public governance system, is considered to be a crucial functional module in urban emergency management system. The emergency management system in China has been developing quickly since the SARS incident, though has not been extended to the community level yet (considering the administrative system in China, here community refers to the sub-district level in the thesis). There still remain lots of problems to be solved in Community Emergency Management, especially the doctrine of managerism. This thesis applies synergetics, social capital theory, and emergency governance theory to the analysis of urban community emergency management in China. With the background, by literature researching the thesis summarizes four countries' urban community emergency management practice and compares them with its in China. With the method of structure interview, the author sums up characteristics, system, mechanisms, as well as existing problems of urban community emergency management in China,then the author analyzes a chosen sub-district, and optimizes the sub-district's emergency management system by redesigning its organization system and each department's functions. On the basis of these, this thesis puts forward an urban community emergency management mode called synergy mode, which is characterized by synergy between all-subjects. Moreover, the thesis expatiates subjects included in this mode,organization system design, mechanism as well as the environment in which this mode operates. Thus, the author suggests several efforts should be made to build this mode.
