The scale of the development of China's higher education has achieved a historic leap in the 21st century, which made China from a big country of higher education to a powerful nation of that. The quality of higher education is the lifeblood of higher education, the eternal theme of higher education research, and also a hot issue which has attracted wide attention. The quality of education, which determines the quality of training personnel, determines the competitiveness of talent, and also determines the future and the fate of institutions of universities, is the lifeblood of universities. Therefore, improving the quality is the requirement of the times, the realistic evocation and where the popular will inclines. How to ensure and improve the quality of education has become a hot and difficult problem of the reform and development of higher education. It will have a positive practical significance and important theoretical value for the development of China's higher teacher education and the improvement of teaching quality of higher education to build quality assurance system within the institutions of higher teacher education with Chinese characteristics and to explore the effective strategies to improve the education quality within the institutions of higher teacher education based on the reality of education quality assurance within the normal universities in China.This study regards the teaching quality of the normal university as the research object based on Total Quality Management theory, System theory, Control theory, Information theory etc, by using literature research method, comparative research method, case analysis and other research methods. The study aims to improve the teaching quality and cultivate compound personnel with the innovative spirit and practical ability, who are adaptable to the modern construction of socialism in 21st century. With the background of the popularization of higher education, this study explores the construction of the teaching quality assurance system of normal university. The study aims to provide theoretical and practical basis for the deepening reform and development of normal university, in order to deal with the the nuisance caused by the contradiction between the scale of expansion and quality improvement;meantime, construct assurance system of teaching quality and put forward the basic idea for the development, in order to provide a reference for continuous improvement and enhancement of the teaching quality of normal university.This dissertation is based on the existing literature to reidentify the related concepts, and further overviews internal teaching quality assurance of normal university; furtherly analyzes the feasibility of building the internal teaching quality assurance system, connecting with the history and inherent implicit logic of quality assurance activities; draws the successful experiences of the United Kingdom, the United States, Australia, New Zealand, based on international view; describes systematically the basic principles, value orientation, basic framework and support mechanism of the quality assurance system, based on the Petagogics and Administration, and puts forward the operating mechanism of teacher quality assurance system from the organization system of teaching quality, the assessment system of teaching quality, the management system of teaching quality information.The innovation of this study is mainly reflected in the following aspects: first, it puts forward that the"trend of homogenization"of the teaching quality standard owned by different types and branches of colleges is unreasonable.Educational quality assurance of normal universities should seek common ground at the platform of the same types of colleges and reflect the characteristics of teacher education, different from the other types of universities. Secondly, it explores systematically the theoritical and practical issues of the constructivism of internal quality assurance system for teaching from the normal universities'level. Thirdly, it studies theoretical issues of internal quality assurance system for teaching from the perspective of multi-disciplinary field studies, and selects typical cases home and abroad, focusing on useful exploration from a theoretical level. Forthly, it recoganizes that the normal universities should break traditional patterns of quality assurance, and puts forward the strategic issues of connotative development,with the background of new teaching quality assessment of undergraduates.
